   * shadowconfig checks for existence of xdm and that xbase version < 3.3
     before converting it to xdm-shadow. (9189, 9328, 9386)
   * chmod +x debian/logoutd (8876)
   * /etc/login.defs UMASK=022 (9102), TTYPERM=0620 (so write works by default)
   * pwconv, grpconv - don't convert NIS entries.
   * pwck, grpck - skip NIS entries.
   * *io.c - new entries go before NIS entries. (5634, 8734, 10032)
   * fix perms when upgrading from old shadow-passwd to fix perms (9939)
   * minor patches for glibc compatibility (8627,8777)
   * useradd default GROUP=100 (9244)
