New maintainer for ucblogo; new version uploaded to master
Mainly this is just to upload a new version with my name in the control
file. But I added some new features.
I also stepped out on a limb and put ucblogo in the interpreters section
in the control file. It has been in devel. logo IS an interpreter,
so I'm sure it won't get moved to the archive cleanly. Guy, be prepared
for an error message about this one.

* A few more man page improvements.
* rules: update to my packaging style (using explicit install commands
instead of relative chmod -R things; and using dist-full, dist-update,

* ucblogo.1,control: s/for/in in description.
* control: lobby for logo to be moved from devel to in interpreters.
