Uploaded file-rc 0.4 (source all) to master
The file-rc package is a packaged version of the new-rc scripts posted to
debian-devel and debian-admintool in December 96.
It also contains enhancements and a new script by me to make installation and
deinstallation easier, and fully automated.

* Fixed an even worse bug where it would totally fail to work (#10052).
