Uploaded bzip 0.21-1 (source i386) to ftp.inf.tu-dresden.de

Du to possible patent problems, I'm uploading bzip to the debian-non-US
archive on ftp.inf.tu-dresden.de
bzip is a (generally) much better though slower compressor than gzip.

bzip uses the Burrows-Wheeler-Fenwick block-sorting text compression
algorithm, which achieves usually much better results than the LZ77/LZ78
based compressors. Of course it is much slower than gzip and needs a lot
of memory for compressing and decompressing.
The algorithm uses arithmetic coding, so there might be problems with a
patent in the USA.
