New package: pj-base, Pluto Journal base installation

here is the base package for the debianized version of Pluto Journal,
the on-line magazine of PLUTO Linux Users Group (in Italian).
It depends on the (small) package "journal", installs the issues under
/usr/doc/pluto-journal
Each issue is a separate Debian package, without crossed dependencies.
