Uploaded anacron_1.0.1-1 (source all) to master

I have been asked why anacron isn't included in the standard cron package.
It could be configured so that it controls the execution of the scripts in
/etc/cron.* and should work on servers (24h running) as well as on
workstations, that don't run continously. Is this a good idea? (Is it a
problem that it's based on perl, since everyone would need perl then?)
