dpkg 1.3.8: dpkg-buildpackage -sa works and is recommended
People looking at converting packages to the new source format should
read the new bits of documentation in the policy manual about when and
how to upload the original source tarfile (section 5.3 and the end of
chapter 6).
Anyone contemplating uploading a package in the new source format and
planning to use dpkg-buildpackage to build it needs to upgrade,
because the -sa flag which is required here doesn't work in 1.3.7 and
earlier.
