dpkg 1.2.14: moderately serious bugfix to dselect selection screen

In previous versions using the - + _ = selection keys on `heading'
lines in the package selection list representing several packages in a
similar state (for example, `all brokenly installed packages') would
affect many more packages than was correct.

If you use these kind of features in dselect you should definitely
upgrade.

There is no new a.out version here.

(I had to construct the .changes file more or less by hand;
Guy: please put this in stable as well as unstable.)
