Tweaks for /devel/debian-installer/ (was: Bug#1105965: Remove mips64el from testing)

BTW, looking around yesterday, I decided to commit that without asking:

I've never looked into why s390(x) was(were) a special case, but given
the current output from casulana, removing the exception looked sane
enough to do right away (worst case that can easily be adjusted later).

Also restored the source links, even if I didn't dive into the root
problem(s) and the relevant fix(es), stuff was there, I linked (back)
to it:
