There is no obvious way to create basedebs.tar given only Debian CD
images set. Just list-of-contents of basedebs.tar or script to create
it from the CD images may help to install Debian to the Unix/Linux
machine as described in the installation manual.

I'm not sure which was the last release for which basedebs.tar was
generated, but they've not existed for some time, so I'm going to close
this report now.
