Bug#971002: extlinux does not support ext4 with inline_data

extlinux cannot seem to handle ext4 files or directories whose data is
stored inline in the inode (with the `inline_data` option).
It's possible to work around this, by ensuring that the extlinux
installation directory and configuration file are both larger than 160
bytes, but it would be nice if extlinux had native support for this.
