The exim4-daemon-heavy package is expected to be available on the ISO image to make debootstrap happy. So please consider to adjust https://salsa.debian.org/images-team/debian-cd/blob/master/tasks/buster/debian-edu accordingly. Same might apply to the sudo-ldap package...
