You probably want to provide with more information about your setup, your network, and your link(s) to the internets. So far as I can tell you're the only one complaining about cdimage.debian.org. I haven't seen anything like a ping, traceroute, or nmap capture so far, which would probably a better way to introduce yourself than complaining about this "*very problematic*" server without any facts.
