Bug#673639: debian-cd: Create InRelease files

The repositories created by debian-cd use Release and Release.gpg. Those
files might be removed from the official archive sometime after wheezy,
or sometime later, and tools should use InRelease files instead.

As such, making debian-cd create InRelease files would be helpful, the
old Release and Release.gpg files should still be kept, though, as
various tools ({c,}debootstrap, cupt, smartpm) do not yet support
InRelease files (and might not want to support pure Release files
after they're changed, who knows, although that's not likely, as
it would break unsigned bootstraps).
