So you could try adding a bzip2-compressed copy of the Packages file
in /{squeeze,stable}/main/debian-installer/binary-s390/ and also in
/{squeeze,stable}/main/binary-s390/. (How to do bzip2 on Windows is
left as an exercise to the reader.)

Note to the Debian-CD team:

It probably wouldn't hurt adding Packages.bz2 everywhere, to match
what's on the FTP mirrors.

It's an option, but not likely to fix this problem. Other machines
install just fine from current CDs without Packages.bz2...

A standard install from a CD in the CD drive will probably use the non-zipped Packages file.

But did you recently try installing by FTP from a loop-mounted CD/DVD image (starting the install by e.g. PXE boot or businesscard)? I did not, and haven't got the time to, but I wouldn't be surprised if i386/amd64 show quite similar problems as now reported for s390.
