Hmm. So the error is effectively the same, which probably means that a duplicate /stable/ path wasn't needed. Keep it anyway, just in case.

At this point, it would help very much to have a log of your FTP server, so we could see exactly what the installer is requesting.

Lacking that, my first thought was that you could somehow have a corrupted debian-installer/binary-s390/Packages file.

But searching around a bit, I got on http://www.howtoforge.com/forums/showthread.php?t=12328 which suggested that the installer may actually be trying to download a Packages.bz2 file, which currently isn't generated on CDs.

So you could try adding a bzip2-compressed copy of the Packages file in /{squeeze,stable}/main/debian-installer/binary-s390/ and also in /{squeeze,stable}/main/binary-s390/. (How to do bzip2 on Windows is left as an exercise to the reader.)


Note to the Debian-CD team:

It probably wouldn't hurt adding Packages.bz2 everywhere, to match what's on the FTP mirrors.
