Does this mean a random user (maybe not so random but...) can easily use
debian-cd to cook his own unofficial disk saying “I have an usb thumb
drive which is 3.141G and would like to put as much packages as I can on
it”?

Yeah, no use for the rest of the set. 4G is nice, will the removed 700M
contain useful stuff which will miss to our users? (Agreed that it might
not make sense for other arches than amd64 and i386).
