It's nice to tell users that if they have 'net access, and are only instal-
ling on one computer, that they need not get a CD.  It's even okay to
strongly recommend using the net-install, but it's not okay not even to
give the option of getting a CD image.  At worst, point the user to a
non-official mirror like

So, CD-image mirrors get more load, or users get crippled.  The latter
isn't the right choice, or users will go to another distribution that does
what they want.
