Caching effect only, it'll fix itself after a while. Unfortunately the backend filesystem gets rather slow at updates (when there is both lots of read and write access), so it takes a bit longer for it to work itself out.
If you really need the current version Right Now, you should send cache-control: max-age=0 or similar.
