Discovered when doing a fresh install:

When installing sarge using the sarge-i386-netinst.iso, the sources.list 
for apt is set up to point to
'testing' instead of 'stable' or 'sarge'. This means that using the 
netsetup for sarge, you still get an
RC3 installation. Manual correction of sources.list is required to fix this.

This could be an error in base-config or in apt-get, but for all 
practical purposes it breaks apt.
