I'll ask the opinion of other people on debian-cd but I don't like the
idea, sorry. I don't see the need to provide the documentation of
packages that are not installed and maybe won't even be installed.

The doc that is useful on the CD are installation manuals, release notes
and so on, and this should already be included.
