Oh, §$%&... some kind of server misconfiguration by the look of it;
the data is certainly there and has appropriate access rights.
There's a backup of the files at
<http://cdimage.debian.org/~atterer/jigdo-backup/jigdo/>. My uni's
sysadmins are usually pretty quick - if it isn't fixed soon, I'll make
www/jigdo-cd/ point to the backup.
