I should have said apt does not work with cdroms.

Sure, but people have other priorities. The CDs work and this enables
people to get on with other critical development work.

If you tie the security too tightly to CD installation custom Debian CD
builders will simply by-pass the security. This would be a "Bad Thing". I
am not the only person building custom CDs.
