Why don't you reassign it then ? You've got luck that I've seen this mail
here ... i'm the submitter and never got a direct answer. :-(
Anyway, yes debian-cd copies the Release file from the mirror without
changing the "Components" part, but it creates the Packages.gz file for
non-free only if NONFREE=1 ... i'm going to change that right now. So
CVS debian-cd should be fixed.
I'll probably upload 2.2.8 once someone confirmed me that my fix is
correct.

PS: Nevertheless, a bit more sanity checking for debootstrap would be
