By a cleaner install I presume you mean not installing packages that are
not wanted.  Most probably these package are installed from the CD and if
you don't want them installed make certain that they are not on the disc.
There is provision for an exclusion list in debian-cd.

What is included in base2_2.tgz is controled by the
../scripts/basedisks/PACKAGES_* files in boot-floppies.  You may want to
take a look at this.
