When installing from a CD-ROM, Debian has made a good effort to put most-used
packages on disc 1, less-used packages on disc 2, and rarely-used packages on
disc 3.

The package libncurses5-dev, required for 'make menuconfig' of a new kernel,
is on disc 3.  This is a serious inconvenience for new installs without a
working network (to download it directly) or X (to run 'make xconfig').

This is development stuff that is not needed on the first CD. Debian
provides compiled kernels which supports almost any hardware.

You can install it like any other package using apt-cdrom or dpkg-multicd.
We can't put everything on CD1, sorry to refuse your request.

However I'll update the popularity contest file of debian-cd which is used
for the ordering of the package inclusion and this package may well do a
big jump and get on the first or second CD since it's still used by
many of us.
