"make bin-image" fails

I got the following error message when I used the "make bin-image"
command:

make bin-image CD=1
Uh oh, I cant find the boot image!
make: *** [bin-image] Error 1

If I use "make bin-images" (all CD's at once) everything is okay, but I
can't create each one after the other. Could it be that the "bin-image"
and "bin-images" work differently?
