The latest 2.2-beta images contain non-US, and so do the accompanying .list
files (see http://cdimage.debian.org/potato_pre.html). There will never be
official images with non-free, since non-free is not officially part of
Debian. However, individual mirror maintainers may choose to produce
unofficial images including non-free; check the same page for possible
addresses (though I don't know the actual state of those images).

This is indeed a problem, which is at the moment solvable only by editing the
.list file manually. There are a few more things to sort out (mainly for other
architectures); once that is done, more accurate .list files will be made
available. I don't expect that to happen very soon, though.

Non-free and non-US/non-free packages may have weird distribution
restrictions, for example that only electronic distribution is allowed
(enforcability of such restrictions is quite questionable in certain areas). 
We leave it to individual distributors to decide what they want to distribute
and/or which risks they want to take.
