help -- can't make pseudo-image procedure work



Hello,
I have been trying to used the pseudo-image procedure to download the latest
Debian version.
The initial download worked okay, but I can make rsync work.  Here is what I
get:

F:\pseudo-image>makelin

F:\pseudo-image>call rsync --verbose --progress --stats --block-size=8192
ftp.us.debian.org::debian-cd/2.1/i386/binary-i386-1.iso .
NOTE: THIS IS A MODIFIED VERSION OF RSYNC.
USE IT ONLY TO GET ONE FILE AT A TIME FROM AN ANONYMOUS RSYNC SERVER.

failed to connect to ftp.us.debian.org - The descriptor is a file, not a
socket
F:\pseudo-image>

This is exactly the format as shown in the readme.txt file that came with
the pseudo-image package.  The package also suggests using the command:
Rsync server.somewhere.org::
to get a list of rsync directories but this gives the same error message as
above.
I am running Windows 95 with Winsock 2 and am connecting to the internet
using a cable modem.
Any ideas or suggestions would be appreciated.
