You'll have to modify tools/list2cds and reduce $limit by that much 
but only for the first disk.

I've never done something like that since the size also comes from
all the other files that are not packages (doc, Packages files,
Contents-$arch.gz, ...). But it's probably worth a try since the bootdisks
size is changing quite often.

You don't need boot disks for that. i386 CD 2 is bootable with a different
kernel and doesn't have the (complete) boot disks on it.
