makeing a potato cd

I'm reading http://cdimage.debian.org/potato_pre.html

To create a list file it says 
"1) Start rsync-download of the image (without pseudo-image)."

I'm not sure what this means. Can somone clarify this. The pseudo image
kit has these files in it

COPYING                 isoinfo                 pi-makelist.README
README                  make-pseudo-image
devzero                 pi-makelist

Am I supposed to issue some rsync command to start the download? Or are
there options I'm supposed to pass make-pseudo-image? Thanks for your
help.
