As far as I can tell, you want some Debian CDs for evaluation purposes.
I think your best option is simply to buy them from one of the vendors
mentioned on
http://www.debian.org/distrib/vendors
Most US-based vendors are very cheap (~$3 per CD), ship everywhere and accept
Credit Card payment.
