We invented this scheme because there were many people downloading the images
who didn't benefit from it -- quite the opposite. The questions are meant to
minimalize the number of unnecessary downloads. Of course we can't detect if
people select untruthful answers, that's their responsibility. (Note that for
many people Linux-distribution==CD-image where in reality Debian==FTP-site.)

In your case of a fast and a slow link, simply define time=money, then
slow=not-free, and choose choices #1, #2, #1 and #1.

To be exact: we have 10 ISO images that can be burned to CD. Let me warn you:
you do NOT need them all. See the FAQ for more info.

About "these scripts": if you had taken the trouble to download them over your
"fast link" you would have been able to read the README (whose existence is
widely advertised) which explains everything you want to know. (And if not,
I'd love to hear what's missing!)

Also keep in mind that Debian isn't exactly suited for people who don't want
to do a little investigation. In that sense, the webpages provide a kind of
"pre-selection" of would-be Debian users.
