Debian is a group of people who maintain pieces of a whole. For Interbase to
be included, one of us must desire to use it for something and do the packaging
work. For the item to make it onto a Debian cd it must meet our Debian Free
Software Guidelines, otherwise it will live in non-free on a ftp/http server.
Once we can look at the license, I am sure the matter of inclusion will be
solved.
