The CD-image creation scripts are (AFAIK) shell and perl scripts, so they
should run everywhere. But they need (among others) apt, which I suppose will
run only on (all) Linux variants (possibly after recompilation).
You are supposed to have a local mirror, because the script uses hardlinks to
files that go on the CD.
Well, the best way to see if it works in your situation is to try it ;-)
