Bug#691798: building source package on !kfreebsd drops udebs

Hi!

  Seems `debian/rules control` only includes the udeb packages if run
on a kfreebsd system while succeeding without any udebs
otherwise. This is somewhat unexpected and led to the broken 9.0-7
upload.
