Bug#578678: libusbhid4: /usr/share/misc/usb_hid_usages missing

This library expects to find a file called /usr/share/misc/usb_hid_usages,
which is not shipped in Debian. If this file does not exist, the library
aborts with an error message. This breaks any SDL game that tries to use a
joystick.
