No, this is a link-local address so you have to also specify the
interface name, e.g. "fe80::1%eth0",

The installer could then give a hint that %eth0 should be added, or any interface name that was used in the previous step when the interface got it's IP-address. The user doesn't know the correct name for the interface at that stage, it might be ens3, eth0, wlan0, eno1, wlp1s3 or something else.

I can't remember when I have had to add the interface name to the gateway since this configuration is usually added in the context of the interface being configured.
