It depends on the strategy, whether the layout is rather attached to the
language or to the country. It can also be a mixture of both.

Or not, in case people speaking Occitan in the various countries tend
to use the corresponding country keyboard layout (which I would tend to
think is the case here?). In that case the existing *_FR*, *_ES* etc.
rules are already fine.

Do not add oc here, it is the list of selectable keymaps, we don't have
to add another choice for Occitan, we just want to set the default
selection for the Occitan locales (if really needed).
