but
debootstrap --download-only --force-check-gpg  --variant minbase --arch amd64 --make-tarball=debian_amd64 stable /root/dbs_debian_amd64 https://debian.ethz.ch/debian
works

There's a problem with using --keyring=whatever.gpg
