release-notes for Buster installer



Hi,

while translating the release-notes into German, I noticed that the content
for the installation system is still for Stretch.

I have prepared a first patch, to get that updated for Buster.

My proposal would be, to go for something like a "minimalistic approach" like 
the following:
(which means skipping the 'Major changes' section, since I feel we have many
small changings, but not that much 'big deals'. 
Only my personal opinion. Correct me if I'm wrong!)
