Bug#923845: finish-install still contains obsolete(?) upstart support

Noticed while committing other changes in finish-install.d/90console -
it still has support in here for upstart (for setting up serial
console). I've left this along for now, but adding this bug as a
reminder to look again in future.

Checking https://tracker.debian.org/pkg/upstart, we've not had upstart
in Debian unstable for 3 years now.
