I found bug #694679
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=694679
which has caused above commit. And this bug is only about the 
keyboard-configuration package.

So I assume that setting all udebs to "Multi-Arch: foreign" was not 
intended | needed, right?
