For some reason I thought the limit used to be lower many years ago,
but I can't find any evidence of that.  Certainly the 200000 max is a
default in the kernel since before it moved to git.  Perhaps the kernel
changed at some point and is more aggresive in going to the max than it
used to be?

But yes, I also think having the limit lower in the installer makes sense.
You are not protecting anything valuable yet at that point and would
like to get your system ready to use as soon as possible.
