I helped improve this problem a couple years ago [0].  I guess that's
not totally solved, or maybe httpredir causes different behavior.
That is not something I've yet looked at, but I should.

debootstrap's current design is to retry package downloads up to 10
times, and then give up entirely on bootstrapping.  That seems like it
should be robust, but maybe not.

Relatedly apt < 1.1~exp9 will often run into problems with httpredir
as source, so it is you could have run into that once past
debootstrap.
