Dear Maintainer,
I believe the priority of the package libdebconfclient0 should be raised as it is a hard-dependency of the base-passwd package.
Relevant part of the Debian Policy:
Packages must not depend on packages with lower priority values (excluding build-time dependencies). In order to ensure this, the priorities of one or more packages may need to be adjusted.
I believe a patch is not required, let me know otherwise.
