Could you please make Lisbon the default? Hmmm, looking at tzsetup/debian/common.templates.in, we indeed don't seem to have any default there. As you mention, it's probably good to have some, at least for some "obvious" cases (Spain and Portugal come to mind....but that could be the same for any multi-timezone country, with the country's capital city's timezone being the default). Any objections?
