Bug#653259: busybox --install is not documented

Out of curiocity, which _emergency_ situation is like that?

If your system is hosed you need minimal changes to get it
working.  Replacing system binaries with symlinks to bb is
hosing it further.

If you need particular utility, use  `busybox utility'
construct.  --install is useful to _install_ things into
a working system.

But yes, it is not documented,

and the conffile isn't documented too.

Shouldn't the severity be "Wishlist" for such bugs?
