There are several suggestions for clock-setup to implement such
things. Some are suggesting to *display* the current time, which has
always been postponed because only displaying it without any way to
really set it is indeed pointless.

So, well, let's reassign this to clock-setup and eventually wait in
hope that someone comes up with a nicely designed patch (debconf is
not really well-suited for this, though).
