It used to be the default in Ubuntu, so people were sent through it when
they didn't expect it.  Nowadays they have to ask for it, and we don't
seem to get much of this kind of confusion any more.  It provides a
useful fallback for when they have no idea what country their keyboard
comes from, and so cannot answer the questions that Debian currently
presents.
